If you represent the state or non-governmental organisation:

  • and you heard about us, and you find our activities and goals attractive and similar to yours,
  • you meet the conditions of the Platform of European Memory and Conscience, and you are active in the areas which are introduced in the Agreement and the Statute of the Platform,
  • you would like to join an international club of 72 similar organisations from all over the world.

you are welcome, and you can apply for a membership.

The election of the new member organisation is a part of the annual Council of Members meeting according to the Statute by the voting of all Members. The council takes place every year (November) in different member states. The representatives of a candidate organisation are also invited to participate in this event.

List of documents required for the application for admission to the membership of the PEMC

  • filled out in English the Membership application form (download editable document here),
  • to be acquainted with the goals of our organisation, which you can find in the Agreement and the Statute of the Platform,
  • to fill and sign the Code of the Platform by an authorised representative of your organisation (download the blank document here),
  • we require a written recommendation from two Members of the Platform from two different states,
  • a copy of your NGO registration or a document upon which the organisation was established.

Detailed procedures related to the application for admission to the membership of the PEMC

§1. Submitting applications to initial consideration by the Council of Members
1. An organization wishing to become a member of PEMC submits an application for membership to the Executive Board. The application is accompanied by the recommendations of PEMC members required by the statute and the signed Code of Platform.
2. Application should be submitted on the form, the template of which is set out in Annex No. 1 to this resolution.
3. Application may be submitted in writing or by e-mail. The application sent by e-mail should either have an electronic signature of an authorized person or be signed physically and sent as a scan attached to e-mail.
4. The Executive Board checks the completeness and formal correctness of the documentation. If any deficiencies are found, the Executive Board calls on the applicant to complete the application and sets a deadline. If the deadline for submitting supplements is exceeded, the Executive Board may return the application without further consideration.
5. All complete and formally correct applications submitted by 1 September of given year shall be forwarded to the next Council of Members meeting held that year. If the meeting of Council has already been held in that year, they shall be forwarded to the next meeting. PEMC President and shall include them in the draft agenda for the meeting. The PEMC President shall invite representatives of the applicant to the Council of Members meeting.
6. The Council of Members considers the application in accordance with the provisions of the statute. The President of PEMC informs the applicant about the method of considering the application.

§2. Proceedings towards organizations that have been granted candidate status by the Council of Members.
1. If the Council of Members grants the applicant candidate status, the Executive Board conducts further proceedings to prepare materials and more complete information for the final decision of the Council of Members. For this purpose President of PEMC appoints a person or a task force to proceed evaluation on the candidate.
2. During the evaluation:
a. there should be at least one interview in the form of an online meeting,
b. requests for additional information may be addressed to the candidate,
c. the organization’s activities in the recent period should be traced – based on generally available information and obtained in the course of considering the application
d. depending on the need and available resources, may be proposed working meetings representatives of PEMC with the applicant’s representatives in person, possibly study visit at its headquarters.
3. The candidate evaluation report is presented by appointed person to the Executive Board. Conclusions of the report approved by the Executive Board are presented to the Council of Members during discussions on granting full membership.
4. The President of PEMC introduces consideration of the candidacy and granting membership to the candidate to the draft agenda of the next meeting of the Council of Members, but not earlier than after the expiry of the minimum candidacy period specified in the statute.
5. The provisions of this Chapter shall not apply if period of candidacy is omitted by a decision of Council of Members.
