Prague, 15 November 2022 – The Office of the Government of the Czech Republic, the Platform of European Memory and Conscience, the Institute for the Study of Totalitarian Regimes and the XXth Century Memorial Museum are organizing a conference entitled “Russia’s Hybrid War Against the Democratic World. A Challenge for European Remembrance Policy” which will be held in the Liechtenstein Palace in Prague on 16-18 November, on the 33rd anniversary of the Velvet Revolution in former Czechoslovakia.

The event will be attended by several dozen representatives of memory institutions and organizations from more than two dozen countries in Europe and North America associated in the Platform of European Memory and Conscience and a number of other invited speakers from the ranks of politicians, journalists, European institutions and activists.

The conference will focus on contemporary Russian hybrid threats, with particular attention to the area of falsification of 20th century history, the creation of myths, etc. as a tool of disinformation warfare, their significance in light of the current military invasion of the Russian Federation in Ukraine and as a challenge to the international community in the field of memory policy.

The conference is held as an important accompanying event of the Czech Presidency of the Council of the European Union. It will be attended by the President of Lithuania, Mr. Gitanas Nausėda, the Prime Minister of the Czech Republic, Mr. Petr Fiala, and the National Leader of Belarus, Ms. Sviatlana Tsikhanouska.

Prime Minister Petr Fiala says: “Disinformation and hybrid threats are nothing new in history, but Europe and the whole world are facing them now more than ever in the light of Russia’s aggression in Ukraine. It is good that there are memory institutions that have mapped the history of these threats and that events like this are taking place. It is precisely the debate on the history of hybrid threats and their evolution that can help us to better find ways to effectively counter them. I am glad that the conference is being held under the Czech Presidency, in a country that has its own experience of totalitarian regimes.”

“As recent years have shown us there is no end to history and even more – we are all witnesses to the Weaponization of History. History can be the most humanizing of subjects, but as the Russian disinformation campaigns and attack on Ukraine showed us, when we forget its importance, it can be used for evil deeds. The goal of this conference is not only to analyze Russian disinformation in the field of history but to think about how it can be counteracted, not only for today but also for the Future of Europe.”, says Marek Mutor, President of the Platform of European Memory and Conscience.

“Those who do not know their own history are forced to repeat it. Today it is fully demonstrated that the so-called revisionism of totalitarian regimes can have tragic consequences, as confirmed by the Russian aggression against the sovereign Ukrainian nation, which was justified by a campaign against local “fascism”, says Ladislav Kudrna, director of the Institute for the Study of Totalitarian Regimes.

“I am glad that the XXth Century Memorial Museum, in cooperation with other institutions, is participating in the organization of such a conference. The events in Ukraine and the undisguised aggressive policy of Putin’s Russia clearly show the urgency and necessity of facing threats that have never been more topical since the end of the Cold War”, says Jan Kalous, Director of the XXth Century Memorial Museum.

The opening of the conference will be accompanied by the launch of a Lithuanian exhibition entitled “Under the Alien Skies: Lithuanians in Soviet Forced Labour Camps and Exile 1940-1958”. The Prize of the Platform of European Memory and Conscience for teh year 2021 will be awarded at a gala evening on 16 November.

On the occasion of the conference, member organisations will also decide on the readmission of the Institute for the Study of Totalitarian Regimes to the Platform of European Memory and Conscience, which the Institute helped to found and which it left under its previous leadership.

Mezinárodní konference Ruská hybridní válka proti demokratickému světu se uskuteční v Praze ve dnech 16. – 18. listopadu 2022

Praha, 15. listopadu 2022 – Úřad vlády ČR, Platforma evropské paměti a svědomí, Ústav pro studium totalitních režimů a Muzeum paměti XX. století pořádají konferenci Ruská hybridní válka proti demokratickému světu. Výzva pro evropskou paměťovou politiku, která se koná ve dnech 16. – 18. 11. 2022 v Lichtenštejnském paláci v Praze, při příležitosti 33. výročí sametové revoluce v bývalém Československu.

Zúčastní se jí několik desítek zástupců paměťových institucí a organizací z více než dvou desítek zemí Evropy a Severní Ameriky sdružených v Platformě evropské paměti a svědomí a řada dalších pozvaných řečníků z řad politiků, novinářů, evropských institucí a aktivistů.

Konference se zaměří na současné ruské hybridní hrozby se zvláštním zřetelem na oblast falzifikace dějin 20. století, tvorbu mýtů jako nástroje dezinformační války a na jejich význam vzhledem k aktuální vojenské invazi Ruské federace na Ukrajině, a coby výzvu pro mezinárodní společenství v oblasti paměťové politiky.

Konference se koná jako významná doprovodná akce českého předsednictví Rady Evropské unie. Zúčastní se jí prezident Litvy pan Gitanas Nausėda, premiér České republiky pan Petr Fiala a národní lídryně Běloruska paní Svjatlana Cichanouská.

Premiér Petr Fiala říká: „Dezinformace a hybridní hrozby nejsou v historii nic nového, Evropa a celý svět jim ale nyní, ve světle ruské agrese na Ukrajině, čelí více, než kdy dřív. Je dobře, že existují paměťové instituce, které mají historii těchto hrozeb zmapovanou a konají se akce jako je tato. Právě debata nad historií hybridních hrozeb a jejich vývojem nám může pomoci lépe hledat cesty, jak se jim účinně bránit. Jsem rád, že se konference koná právě v rámci českého předsednictví, v zemi, která má s působením totalitních režimů vlastní zkušenost.”

„Jak nám ukázaly poslední roky, dějiny nemají konce, ba co víc – všichni jsme svědky zneužívání dějin jako zbraně. Historie může být tím nejhumánnějším tématem, ale ruské dezinformační kampaně a útok na Ukrajinu jsou důkazem, že když zapomeneme na její význam, může být zneužita ke zlým činům. Cílem této konference je nejen analyzovat ruské dezinformace v oblasti historie, ale zamyslet se nad tím, jak jim lze čelit, a to nejen pro dnešek, ale i pro budoucnost Evropy,” říká Marek Mutor, prezident Platformy evropské paměti a svědomí.

„Ten, kdo nezná vlastní historii, je nucen ji stále opakovat. Dnes se v plné míře ukazuje, že takzvaný revizionismus totalitních režimů může mít tragické následky, jak potvrdila ruská agrese vůči suverénnímu ukrajinskému národu, která byla zdůvodněna tažením proti tamnímu ´fašismu´,“ říká Ladislav Kudrna, ředitel Ústavu pro studium totalitních režimů.

„Jsem rád, že se Muzeum paměti XX. století ve spolupráci s dalšími institucemi podílí na organizaci takové konference. Události na Ukrajině a neskrývaná agresivní politika Putinovského Ruska jasně ukazují aktuálnost a nutnost čelit hrozbám, které od skončení studené války nebyly nikdy více aktuální,” říká Jan Kalous, ředitel Muzea paměti XX. století.

Zahájení konference doprovodí vernisáž litevské výstavy Pod cizím nebem: Litevci v sovětských táborech nucených prací a v exilu 1940-1958. Na galavečeru dne 16. listopadu bude slavnostně předána Cena Platformy evropské paměti a svědomí za rok 2021.
